My parents have my original birth certificate. Can I force them by law to return it?

They have consistently refused to hand it back, saying that they do not have it (which is untrue).
 
Go to the state where you were born and get a copy. Brace yourself. There might be a reason they do not want you to have it.
 
You don't own it, unless they gave it to you as a gift, so it isn't clear how you would "force" them to give you something that they own.

Also note that you can simply obtain a certified copy from the local registry of vital statistics for a few dollars, if you want to have your "birth cert" handy.
