My outdoor horse has rain rot in winter?

My horse who spends almost all year round, by the choice of the stable. Recently, there was a really warm day, melting all 3 feet of snow and causing it to be really wet. I noticed yesterday, after not seeing her for a week, that she had rain rot on her back and it appeared to be spreading all over her body. Because it is atleast -15 every day, a bath with special shampoo is not possible. Are there any products or remedies I can put on it to kill the bacteria or heal it? Keep in mind that she CANNOT be left in 24/7 until it is gone.

Well if there is an indoor arena or barn thats heated, just give her her bath in there with the special shampoo and then wait till she's completly dry and then turn her out to pasture again do this repeatedly till gone
 
same problem we had, I used this iodine solution that you use in the summer.( like a shampoo but looks like iodine). used a rag and wiped it on, couldn't wash off because of the same problems you have. rain rot didn't disappear completely but it is alot less than it was
 
put a blacket boots and when the snow is bout to melt bring her in and put her in a stall
