my niece is joining the army and i am her family care plan how do we put that in motion?

She is 17 and has a two year old and a one year old. My husband is Active Army and is currently deployed but is about to come home. We have offered to become her family care plan and take the children til she goes through Basic and AIT. The problem is we have no idea how to start the process so that when I leave in a few months the kids can go with me. Any help or advice will greatly be appiciated. Thanks!
 
Sorry, she's not going to join anything. To enlist she has to give custody of the children away and sign a statement acknowledging that she cannot regain custody at any time during her first enlistment, and if she does, she'll be discharged.

Single parents with custody, or joint custody, are not allowed to enlist.
