My new LG Voyager cell phone will not charge...?

Does this phone say anything when it's off? (Shows a sign it's charging?)

Will it take a while to charge before it recognizes anything after being off for a while?

Could you tell me a little about this phone or an LG perhaps?

Battery? (But is practically new)
