my neighbors dog comes by and scratches my brand new 2009 dodge charger i need to get

No i don't know what you're talking about - what does breed have to do with anything?

If any dog is off leash and causing destruction to your property, just call animal control. They will come out, pick up the dog, and slap the owner with a "failure to control or contain" fine. If it's done multiple times they will remove the dog and re-home it.
