My motorola Q phone is messing up?

I bought a used Motorola Q phone and it is messing up it wont let me send a picture and it wont let me see the messages that I already have. Can someone tell me how to fix it or do you think I should have someone fix it. If I do send it to get fixed who should I send it to... I live in Madera Ca.
