that really depends on the size of the home and if she needs duct work, etc...

my mother recently got an electric heat pump, and needed duct work as her oil heater worked via was baseboard heating...
she actually opted to keep both, and uses the oil heat when it is extremely cold, as the baseboard heating is more efficient....
 
The cost of the furnace would depend on the brand, efficiency rating, size and part of the country that you live in. You also need to decide if you are going to use Propane gas or Natural gas. If you use natural gas you need to find out who your supplier is for your area and if you actually have gas available to the home. Propane can be delivered anywhere but you have to have room for the storage tank.
