My mom can't get a Financial Aid? (Fafsa)?

My mom is from Korea, and she has been here in the U.S. for about 2 years now.
My mom is taking some ESL(English as a Second Language) to learn Englilsh at a local college.
And, she has a green card too. She is a permanent resident in the U.S.

So, I was preparing for her FAFSA at the college, but they keep saying 'Bring Highschool Diploma'.

Man, she is 53 years old now, and she graduated her highschool about 35 years ago, in Korea. She doesn't even know if the school still exists.
So I told her situation to the Financial Aid office, and they told me she has to take a test then (like math, science, such things..),
And, I don't think she is gonna pass the test..
She is too old to remember all that stuff..

I don't know. It kinda doesn't make sense to me.
We are actually low income family, and trying to learn English to get used to living here,
but because of the damn f**** 'Highschool Diploma' she couldn't get any financial aid.

Any comment or help ? Please..
