my mazda 626 car is not starting?

I recommend you test the fuses before you replace them, it could be somethings else and elimination of possible causes is the only sensible way to proceed with electrical faults. If you do not possess a multimeter that can test for continuity through the fuses make yourself a simple tester from a torchlight and battery circuit and use this to prove if the fuses have blown or not (i.e. so that when you connect to the fuse from one battery end and the other end to a bulb if the bulb lights the fuse is okay).
 
Yesterday i dont know whether i left my radio on or not over night. this morning i tried starting the car it wont start. then i replaced the battery but it wont start. its only the head lights that work.
no door lights, dash lights whatsoever. i am not suspecting that its the fuses that need to be changed because how come only the headlights fuse are working and not the others???
my car is a Mazda 626 1994.i also have tried jump starting but it still wont work. but im pretty sure its the fuses. because i have tested my other car and removed the ignition fuse and it dont start till i put the fuse back so im sure i got to buy new fuses on my mazda. am i right?
