My mazda 323 sport 2002 keeps losing power?

car will drive fine then lose power wont accelerate but just about hold speed,engine light is on and flashes when this happens,car splutters and shakes and will rite itself after a while,petrol smell,lots smoke on startup.
also car has cut completly out while driving lately without the power loss
car has lots of rust under wheel arches
