my local bike track is dangerous?

we have a local bike track where i live and its actually dangerous to any one who fell off as alot off the dirt has worn away and is now down to the concrete and bits where the dirt is still there stone's that stick out of it making it dangerous does anyone know someone where i can contact to get this sorted out as the council use to look after it but they dont no more
