my lights on my honda accord type r?

i have a honda accord type r. It has xenon headlights. in order to get them on i have to flick them on and off many times. once they are on they stay on. sometimes the left comes on and i have to flick them on and off for the right to come on and sometimes its the other way around. can anyone help?
