My lights on my 2002 ford escort wont turn on.?

The highbeams turns on but not the head lights lights. Including tail light and front indicators. No fuses are blown.
on further inspection i notice when i turn on my right turn signal the lights come on. I am getting a clicking noise from the head lamp relay. Could the relay need replacing?
