My LG Neon of AT&T won't send or receive picture messages?

I attempted to send a picture to my e-mail and it stayed in my outbox as unsent. I tried to resend it and it still stayed in my outbox. Then my friend tried to send me a picture. I got the text, but it wouldn't download the picture even when I told it to, when it usually downloads it automatically. I tried to restart of phone and all that, but it still wouldn't work. What may be the problem? Any suggestions on how to fix it?
 
Apparently that phone sucks.
I went into AT&T and almost bought it, but the guy there told me that almost everyone who bought it had problems, especially with texts.
You should switch to a different one.
