my laptop keeps on flashing when saving?

when I'm saving, let's say a word file, there's a drop down option of the format you want to change into right? when picking a format the screen flashes and the icons in the task bar keeps on exchanging places, in the end I can't pick a specified format because the drop down list keeps on returning .. help I'm currently using windows 7
