my insurance wont pay for my car that was hit, what can i do?

My daughter was hit by a woman that sopped and backed into her in the middle of the street. The woman admitted she was at fault. We started out good, we both have the same insurance. My daughter got 200.00 and we got a rental. After they took off the bumper of the car, they said the accident was pre existing. and they would only pay for the bumper. The Insurance said, the car had rust on it and it was missing the Styrofoam reinforcement and the bumper reinforcement bumper was already hit before . they wont replace it. Now, after the auto guy tried to put a new bumper back on, the light wont go on in its place, He says the bar is too bent. I need a new one, its 300.00. I offered to pay for half of it, cause Even though they say it is pre existing, my car was straight and lined up, so I feel she bent it even worse for it not to go on, even the auto guy agrees on that. Insurance refuses. I don't have the money to fix get a new one, were trying all angels, is it legal to put my daughter in a car knowing it don't have reinforcement and is it legal to repair a car half done? I feel, she is not safe now and I feel, its the woman that hit her car should have to pay for it, at least for half of the bar. what else can I do?
