My husband wont stop calling chat lines?

My husband promised me that he would stop texting, calling chat line but he has not stopped. I found out yesterday that from 2pm till 4pm he was texting a chat line and when i asked him he promised me that he hadnt called since the last time we argued about it. He has made me feel like i am not good enough i am feeling so low. When i found out a few months ago that he was texting chat lines i thought i should do something about it like text him something raunchy during work and surprise him in bed, but non of this has made him stoop.. Please help me what should i do
