My husband didn't order anything at IHOP restaurant.?

My husband is American, I grew up in Europe and a permanent resident in the States.

My son and I went to shopping and we ate dinners at IHOP pancake restaurant.
My husband wanted to join us and he arrived later.

He didn't want to order anything, I asked him to order something, at least a cup of
coffee or tea even though he don't want anything.

I do believe it is courtesy in the restaurant.
Not cultural thing.
I guess he could do that if we were in fast food restaurant or Food Court though.

My husband insisted it is okay in the States, and said
" Do not apply your culture!!! "
Then I told him
" You received the service of a glass of water from the waiter ! "
Then he said we could leave extra tips.

I left $2 extra tips.
But I was still not comfortable...

I would like your opinions.
