My headlights flash on/off when parked at night. Whats up?

I have an 01 Jeep Grand Cherokee Laredo and sometimes (when we notice it), the headlights will just come on for a few seconds then go off. It will do this about once every 10 min or so. Its parked, no keys in ignition...

What is going on? My concern is that it will drain my battery.
