My gold fish seems to be dying... But for no apparent reason. Any ideas as to why?

Okay. I have two gold fish and one seems to be either really sick or dying.
It just floats around the tank and sometimes gets caught in the weed or on the filter. It will float around, get caught on something and just stay there. It is still breathing when it is stuck, but when it manages to get free, it will just float around in the water like it is dead. It doesn't get free very often it doesn't move its tail or fins much.
So it looks and acts like it's dead, but it is still breathing. My other goldfish doesn't have a problem!
I have changed the water and tested it for its pH balance, ammonia and nitrate levels and chlorine levels. All seem to just fine but my fish is still dying!! I don't understand as three days ago, it was fine and healthy.
Any ideas as to what could be causing this to happen??

I dont wanna sound cruel, but flush it down the toilet,,your fish has a bladder problem called dropsy, in which it afects the floatation of the fish, it will swim upside down

my sister's gold fish had a similar problem i think it was actually bloated or had gas ... because it would keep swimming down to the bottom but would just float back up ...

i dont know, sorry i can't be of more help, maybe just take it to the pet store and ask.

Well, my friends fish always looked dead and she said she thinks that it had a stroke (yeah I know weird) but only half of its body moved. She had to put the water at a really low level and she didnt want to kill her fish. She never knew what happend but the fish lived 2 years after that....weird. the only thing I know is that their is something wrong with the fish when its little eyes start to build like build up around its eyes.
