Have you tested the water? Sounds like the start of septacemia here. Poor water conditions. (Elevated ammonia or nitrites)
I won't go into the bowl issue here however you need to be doing a 50% water change every other day. Not keeping the ammonia and nitrites, nitrates in check will lead to fin rot, septacemia as well as a number of other issues. Test the water and do a water change.

Sounds like a case of Hemorrhagic Septicemia. This is a bacterial infection in the blood stream and is caused by poor water and living conditions.
I strongly suggest you purchase the proper home for your Goldfish seeing as a bowl is comparable to actually putting dish soap in the water. It gives a fish no surface area for go bacterial growth, it can't hold a filter, they are far too small for Goldfish and in my opinion, they look outdated and ugly.
If you don't get a proper sized tank of 20 gallons with double filtration and your water cleaned up right (which would mean 50% water changes every day until the fish dies of stunting), your fish will die very soon. Also, you may need to use medicinal intervention like a fungus or bacterial med. You have to realize that you have 2 fish in a little bowl and most likely the illness will spread as a lot of bacterial ones do.

Your Goldfish maybe stressed out due to the constricted space in the fish bowl. Goldfishes fins and body go red when they are very stressed out when attacked by fishes or anything that upsets them. You can put your goldfish inside a bucket , they will roughly recover from 1-2 days.
red fins is one of the signs of ammonia poisoning try a partial water change about 25% and don't through the dirty tank water away as you can use this for cleaning the sponge inside the filter after cleaning through the water and replace the sponge and then top up with clean dechlorinated water,
another sign of this condition is internal infection or fin rot
with internal infection the fish will lie on the bottom, loss of appetite as well as gasp for oxygen ( mouth opening extra wide to get a higher flow of water over the gills)
fin rot the fins will redden then start to split sometimes with small fungal growths appearing at the base of the splits.
