My garden is all dirt and I want to have 1/2 paved, 1/2 plants, should I pave

then plant, or plant then pave? I have seen websites where people will dig out an area of plants to lay paving stones, but I have seen other sites where paving stones are laid out with space to grow plants. I am concerned that if I pave first, when I dig 2 feet down near the border of the pavement to plant plants, it might cause the paving stones to shift/fall apart.
