My front tire on my bike locked up?

I ride a bmx "Mirraco blend 1 09" i was riding my bike and i notice that the front tire was wiggling, so i try to tighten the axle and then the tire wouldn't move AT ALL. So i loosened it to were it was really wiggling and then it moved. Can someone tell me whats wrong with my bike please.???
 
You need to pull the front wheel off and overhaul the wheel bearings.
