my friends daughter purchased a used jeep?

my friends daughter just bought a 93 jeep . should she get a full diagnostic on the jeep, even though it passed smog 30 days ago. I'm telling her she should because it will make there are no hidden problems. what do you think? and whats the differance from an on board diagnostic and one performed at a shop
