My friend is sort of an oddball and doesn't really fit in with the crowd?

I'm in 7th grade and my former best friend Is still behind in fourth grade. He doesn't realize that what he is doing is odd. He brings pokemon toys to school and plays with them on his desk. He picks his nose and eats the boogers. He always has this Aveeno lotion with him and rubs it on his legs IN CLASS. He also started drawing terrible 'self-portraits' of other students. He doesn't seem to realize this is odd behavior. I don't want to completely ditch him, because then he would have no one but doesn't get the idea that others are making fun of him. How can I break it to him?
 
He seems kind of weird, but he's still his own person, no matter what other people think about him. You can't change someone just because they're an oddball, that's them and if you change a completely unique person, they'll turn into a robot. The picking his nose thing is a little gross... I would tell him privately and nicely when there aren't people around. He needs a friend but if you care too much about your reputation and fitting into the crowd, you shouldn't be the friend.

If he got held back three years... that's not right. Does he have autism or something like that?
