My friend is going to Germany for the summer (live in Canada) - what should she buy?

OK, here's the deal. My friend has a Telus cell phone on a contract with absurd roaming fees. She's going to Germany in a week or so for an internship for the whole summer. Her crazy stepmother wants to be able to call her over there. I've gathered that the best way to go about this is to buy some sort of unlocked quad-band GSM phone and then get a local prepaid card.

1. What is the best CHEAP CHEAP CHEAP (we are poor university students) phone for this purpose? I'm thinking something very basic, maybe an old Motorola.

2. Where can I get one (we live in the Edmonton, Alberta, Canada area)?

3. What prepaid card should she get when she arrives? She primarily wants the phone to be able to receive calls from Edmonton, and make short "emergency" local calls to friends etc. Texting, data, etc are all completely unnecessary.

Quad band phones are pretty recent, you won't be able to get anything that old. You really only need a Tri-Band phone, 900/1800/1900, and really you could get a phone when you get over there. Dual band would even do the trick but wouldn't work over here. 1900 band will still work in Edmonton if you want to use it when you come back.
