My friend Anton won't stop throwing snowballs and pieces of sharp ice at people?

What do I do? So last week it got really cold and started snowing. We went to school the next day and my friend Anton has just been standing outside the main entrance throwing ice at people, cars, animals, even one policeman.
This is becoming a seriously annoying problem. How do we get Anton to stop these mischevous activities?

P.S-
He only speaks Russian so we can't directly speak to him
