my ford Ranger will not heat up when cold until high idle.Gets cold again at low idle.?

97 Ford Ranger.I start it up in the morning and it will not show warming on the gauge and blows cold air.I drive it and temperature warms up and heat out of the vents,until I come to an idle and the temperature drops and blows cold air again,I replaced the therostat and heater exchange valve.
