i mentioned it), so what do i do? I have mved in to a council flat ( top floor) and my flat stinks of weed. my neighbour downstairs seem to be mentally ill/stoned all the time or maybe both. He thumped my door VERY loudly at 8.30 in the morning saying that he could he noise from my flat all night. I happened to be awake until 4 am revising for an exam, it was not possible for any noise to be coming from my flat! when i politely explained to him, that it wasnt me. he was shouting that he was gonna " F'ing report me to the council." I told to go on ahead they have ways of measuring noise, but they will also have to investigate the smell of cannabis. he said" i had this problem with the last f ing b iitches that lived here, the floors are f ing concrete so there is no way u can smell weed" i said " so are we all imaging it then?" he just muttured something and stormed down the stairs.
I really don't think it is a good idea to get into a war with the neighbours and I do like the flat so i dont want to move.
I have left messages with the housing officer all last week, and she has not returned me call, the office is not opened till wednesday now, so i was wondering if anyone had any advice?
P.S I am NOT interested in doing anything illegal/getting a male mate of mine to have a " word" with him etc.
Also please read the history below as i think this has some relvence as to why he suddenly got agressive.

when i first moved in, he was nice to me and kept on trying to engange me in conversations/ask to borrow things/ask me around ho his place for a drink/offer me a spliff etc. I was pleasant polite, but firm.and i always said no ( i dont believe in being rude to people) I stoped on answering my door to him thinking he would get the hint. I never heard anything from him, until the other morning.
So to be blunt, I do wonder if he is angry at me because he has finally clicked i have NO interest in him/or becoming his drinking buddy etc.
I dont know if really did hear noise or if just imagined it or if it was an excuse.
His eyes looked as if he was off his face on something!
I have mental health issues and I am also classed as a vunerable adult, I did speak to my CPN who said that he could arrange a pova when he gets back and to keep a log and report everything to the police, or ring the police if he becomes threatning etc.
But to be honest, I just dont want the drama and i would rather concentrate on my exams.
ugh I dunno what to do?

It is possible that he might be growing it, I have no idea. I just annoyed that I may have to purchase and air cleaner because he is an inconsiderate stoner.

Ice - the point is, I was polite and nice to him, but what he did not get the hint that i was not interested in him or his illegal activities. He threatned me and got me out of bed in the morning. It was not possible for any noise to come from MY flat, as I was at my desk reading until 4 am.
