My fish tank has gone cloudy and greenish. What is the cause of this?

I have just changed 15% of the water in my fish tank two days ago, and it was brilliantly clear. But then later it is cloudy and greenish again? Do you know what caused it? i have read all the basic information like soaps, chlorine, the amount of food etc.
