My fish is laying on the bottem of the tank and a full side of its scales...

If it's not moving... then It's dead.

Otherwise it may be dying or have some disease...

Is there any other fishes inside the fish tank?
If yes then that's the problem. Sometimes the scales get eaten by other fishes.
That's what happened to poor gold fish.
Make sure to take him out there and put him in another tank that way he will be able to survive.
