My father just passed away, how do i transfer a car's title to my mother?

The car is a 2007 Honda Accord...in the NYS DMV forms it states that if the car is "under $15,00 in value" but how is that determined accurately? How does the DMV appraise it? My car is worth slightly less than $15,000 but do they use trade-in value or suggested retail etc.? THANKS!
 
1) Simply declare that the car is worth $1,000. Then you only pay tax on $1000.
2) Bring the title, your mom, the death certificate and any emissions testing or road testing necessary in your area to transfer a title.
3) Pay EXORBITANT fees and finally have the car transferred into mom's name.
4) They might make you get new plates...I hate bureaucracy!
