My father is having odd issues with his 2 puffer fish.?

He recently acquired 2 puffer fish- one is smaller, the other is a bit bigger. We don't see the smaller one, he hides a lot. The larger one is perfectly fine, but in the morning (when we first turn the tank lights on) he is seen swimming in circles upside down! Other than that, they're doing perfectly fine, but we were wondering if it was because of stress. Is there something we can do?
