My Emachine won't boot past the logo :(?

OK, so, my family has this Emachine desktop computer that needed some upgrading. It was running on Windows XP but it was being really lagging. So I uninstalled the XP and installed Vista which I then installed to Windows 7, just to be sure that everything installed properly. However, when I came back the next day to work on the computer some more, it simply showed the Emachines Logo and then simply turned into a black screen with a blank underscore continuously blinking.
I have tried:
-Pressing F8 to get to a "Safe Mode" option for the computer to Boot, but the computer just beeps at me
-F2 and F10 simply take me to BIOS setting and no matter what I do, nothing changes
-Trying to boot from a CD
-Trying to boot from a USB
-Trying to boot from a Floppy

I am confused and frustrated. Please help! Is there a way I can delete the whole computer so I can just try and install Windows XP again and leave it at that? Or is the computer totally lost? :(
