My dog's butt is irritated after being groomed?

My dog got his summer haircut yesterday, so now his hair is very short (he got the shortest possible cut). He's a yorkie-shihtzu-pomeranian mix, and has had his hair cut by this groomer around 8 times before. But today he's been dragging his butt on the floor constantly and trying to lick back there. We took a look and it's not red or irritated, but we put some doggy cream around his rectum. It doesn't really seem to have helped since he just dragged his butt on the floor again. Is there anyway to relieve some of the irritation? Should we contact the groomer?
does this really have to do with his 'anal glands' or is it just irritation from having his hair cut back there? he was pretty fuzzy before his cut, so they cut off a LOT of hair. i don't want to take him to the vet if it isn't really necessary.
 
It might be an irritation by the clipper (clipper burn), some of the dogs are sensitive to that, but then you would see that the skin is red and irritated and as you mentioned that there is no redness this sounds more as if his anal glands need emptying......I used to work for a groomer and we always did the glands in the bath, that way you wash off the smelly thing... ;)

I would call the groomer and ask if they did the glands and if they did not, ask them why? you payed for the bath just so you have to do it again most likely as it really smells when you express the glands. If the glands don't get emptied on regular bases they can get infected and a more expensive treatment (antibiotics, surgery) will be necessary so I think you should have him checked out sooner rather than later

Another reason for itchy bum can be parasites, your dog might need worming, as worms can also have that effect on the dog...

It is just weird that you did not notice any of this behavior before the haircut...
