My dog won't stop whining and barking for me.?

I stayed home sick today because I have the flu, and I'm upstairs playing the computer in my room. My dog starts whining and barking the minute I go upstairs, and when I let her out she barks at my neighbor's house when nobody's even outside. And to make it worse, my neighbors hate us and try to make us miserable at any cost, including calling the police if our dog barks for more than four minutes...
I play with her and she stops, but my mom doesn't like Maggie roaming around our house.
I can't spend my whole day with my dog and I need sleep...
What can I do to make her stop?
 
Sounds like my dog! Is it an Eskimo Spitz by any chance? I'm having a baby soon and afraid I will have to get rid of him! I'm also at my wits end.
