my dog whines constantly how do i make him stop?

he whines even when he has been fed,theres always someone at home so hes never left alone he gets plenty of exercise but even whines whilst walking on lead.hes a 7 year old staffy
 
i have a 3 dogs, a pit a yorkie and a shih tzu and surprisingly the pit whines constantly, i dont work and am always home, they sleep on the bed, have food out all the time, and ect. i was told when i got him he was very vocal, i just believe sometimes theyre are just whiners out there, its getting so bad were actually telling him no now, (his health is fine we checked) and that was about 3 months ago, and he has calmed down with it, so i would say try it, its hard not to feel bad though
