I'm not sure but when I take my dog to the dog park or take him for a walk, he whines when he sees other dogs but he's not scared of them, he just wants to go to them. I don't really understand this behavior and not sure what to do. The people at the dog park think he's scared or doesn't like the other dogs but he loves other dogs. I'm confused.
