my dodge neon 95 wont start?

like it wont start not all, i turn the keys to turn it on and nothing. no noise. nothing. its like there is no battery in it. so then we did charge the battery and still nothing. so then we took the battery out of the ford expedition what runs great and it still didnt turn on. so i know it aint the battery becuase even another cars battery didnt do the job. somebody told me its the fuse but im not sure. what do you think it is
 
the starter could be binding up or it,s locked into the flywheel and won,t release. i saw that happen before where the starter was binding. try this. bang on the starter lightly with a hammer while someone tries to start it. the banging might release it.
 
yes it could be the ign. fuse or relay or loose ground or a bad starter the list is long you just have to use process of elimination.
 
put the car in neutral have a friend hit the starter with something metal like a hammer or pipe while your trying to start it. if it starts then your starter is bad.
