my dodge neon 95 wont start and it aint the battery or starter or wire what?

we looked at the battery and it wasnt that, we did change the starter, and the neon still wont start. we turn the key on and it wont even make a noise. somebody told us it was the fuse but im not sure. whats the best way to tell its the alternator or fuse or what else do you think it will be thank you ver much
 
well a no power is definitely not the alternator......that may also b bad but that's not the problem.....and yes it sounds like the main fuse under the hood.....also pull the battery out and have it charged/tested.....and then check all the battery cable connections.....at the battery at the fuse box at the starter.......if its none of those then its most likely the ignition switch itself .......good luck
