My DODGE Caravan makes a loud whining / Werring sound when the air vent dial set to

defrost...? The loud Whining / Werrring pitch increases as I increase speed, and lowers as i slow down.

What causes this sound and is it serious? everything works otherwise...

* NOTE: My Air Conditioning stopped working last year but not sure if that is related...

The sound appears to be in my engine. My best guess is that it may be a belt.

Try cracking a window a little bit and see if it stops making the noise.
If it does then the cab vent out the back of the van may be plugged some and the fan moves more air than it well vent.
