If you are in the United States, then you will need a government issued photo ID. Acceptable forms are Drivers license, DMV issue ID card, military ID, or US Passport. So, short answer, no. You can go the the county government building where you were born and get another copy of your birth certificate. I would definitely get that taken care of. Your expired license is no different than if you had never had one if you get pulled over.

Depending on your county, you my be able to get a new birth certificate by mailing or faxing your information, but again, you will need a birth certificate in order to renew an expired DL, and as long as your license is expired, you are an unlicensed driver and will most likely be arrested if pulled over.

Edit: In that case I would just contact Amtrak or whatever railroad you are going through and ask them. I have never traveled by train before but if they are anything like the airlines then they will require everything to be in order. I am surprised to hear that people have been accepting it because when an ID expires, it ceases to become a legal form of identification.
