My debit card was declined on a website but it said the transaction went through?

I just purchased an order on Forever21.com and it declined my debit card (even though there was money on it), but it says the transaction went through on the H&R website when I went to check the balance of the card after. I'm really confused as to whether Forever21 got my order or not. What should I do if they didn't?
