My daughter's pre-k teacher was holding info from me?

So my daughter's teacher was holding back info on my daughter. I found out when my daughter took home this notepad that was not hers. Then I emailed her teacher let her know what happened and she said that this happens a lot. So on my daughters parent teacher conference the next week i questioned the teacher and she said my daughter was a thief taking coloring pages without asking and then she said that she is always hugging her friend. Of course the teacher was not telling me everything which i didn't know so i emailed her upset, she finally called me yesterday and told me the truth. That my daughters been stealing this left and right and is constantly touching and holding onto kids inappropriately. Also that she is hiding and having other kids hide under tables and is constantly interrupting class and when I complained about her calling my daughter a thief she was like well that's what she's doing. She claimed that she kept all this info from me because she didn't want me upsetting my kid?? WTF, if i would of heard about it before i could of helped eliminate the problem since it's obvious the teacher isn't. Do you find it weird like i do that my daughter's teacher held this information from me? Also what can anyone give me some useful advice on how to deal with these issues?
