My dad won't insure his car for me to drive even though I'll pay for it?

I live in the UK, and all my friends and probably most people in my year at college get everything handed to them on a plate from their parents, from clothes to cars. My friend who's parents are almost broke even got her a cheap car and insured it for her. All I get from my parents is a roof over my head and food. I buy everything else. I've saved for driving lessons and have nearly finished learning all the maneuvers, and my instructor says I really need something to practice in. Since I won't need a car at uni, ( I go in a year) I want to have experience after I pass my test, so I don't forget it all. My dad got a quote for me to drive his 1998 VW Polo, on his insurance to add me as a driver, and it was £400. He has a lot of money sat in the bank, but I don't expect him to pay that. I have enough money to pay for it, and he doesn't mind if his car gets scratched or bumped because it is pretty worthless. But he won't insure it 'incase I have an accident' - because it will cost. How can I talk him round. He is really tight with his money by the way. Also, I've never had an allowance, and have a saturday job, and good grades! Thanks. x
-Another thing, me and my dad don't have much of a relationship, and while I'm still learning ( I obviously have to drive with one of my parents) it's a chance for him to spend time with m
