My CrownTail Betta fish is acting sluggish and swims around bottom of tank.....?

I use a 1 gal tank with color rocks and a fake plant. I have had him for almost 2 weeks now and just this morning he suddenly seems lethargic. I noticed some uneaten food in the bowl that had some sort of web-like cotton around it and did a 100% water change with the TetraAqua AquaSafe Water Conditioner as I do every week. The ends of his "crowntail" are not as flowing and seem closer together. He has been eating, though slightly less than normal. He keeps swimming into his "hiding hole" and still goes to the top of the tank for air. I do not use a heater (no need for one). Any ideas? I'm not sure if its a disease or just stress.
I understand other's opinions on betta care, but I am more asking if he is sick or not. Please offer a valid answer or solution. Nagging and rudeness is very unnecessary, not helpful and most likely not true.
I do think the stress in the environment might be a viable cause, however where I live and where the bowl is located, the water temp is fine and a heater would be redundant!
