My Corolla Airbag lights wouldn't turn on, even on ignition mode. Can't pass

inspection. what could be wrong? Hi. My Airbag light wouldn't turn on at all. could it be a bad fuse or a bad lamp. I can't find fuse for SRS. where is the fuse located? Car is a 98 Toyota Corolla Canada built. Thanks
