My computer restarts many times at startup...?

I am a student working on a lab computer.... i do not hav administrator privileges on the desktop compute....... when i start the computer, it reboots many times and before rebooting, a dark blue screen with something written in white letters appears for just a second, since it appears for just a second so i cant make out what it says but it is something like 0X000000FF and press F8 etc..... what should i do to correct this???

also my internet explorer closes automatically without any warnng messages on opening many sites but not all..
