My computer cannot decode HTML. How can I solve this problem?

I go on the internet my internet connection is really slow. It takes more than an hour to download a medium/normal youtube video. I got told it was because my computer cannot read a code called HTML. What is HTML? How can I solve this problem to speed up my internet?
I already have flash.
