My classic chevy is making a ford power steering noise. Whats the cheapest thing...

...to check first? I'm really strapped for cash but i don't want this to end up becoming a more expensive repair. Its a 66 el camino and i believe the sound is coming from the power steering. Its the same noise that a ford power steering is known to make even when there is nothing wrong with it. I am a little confused though, because it makes the noise when i turn the wheel but it makes the same kind of noise when i mess with the clutch. Clutch to the floor the sound fades away and clutch engaged the sound comes back and gets louder the faster i am driving. At first i only heard the sound while i was driving and turning the wheel didn't make it, now it makes the sound while driving and when turning the wheel. Whats going on!!?? And whats the sequence of things to check for / replace in order of least expensive to most expensive. Thanks!
